WooCommerce Shipping & Tax is developed by Automattic, as you can see on the plugin page. In this case, woocommerce shipping/tax api service and Automatic? I think a way to address “dependent service issues” would be helpful? That is, a process that ensured the appropriate component and responsible party was aware of the problem.
